What cosmetic use means
On these iPhones, Touch ID is paired to the phone's logic board. No replacement home button can restore Touch ID, and this cosmetic button is designed to restore the look of the phone rather than home button function. If your old button still works, move it across to the new screen instead of replacing it.
After fitting, you can turn on AssistiveTouch in Settings > Accessibility > Touch to get an on-screen home button.
